ASTRO joins 160+ organizations opposing indirect cost caps

October 7, 2025

In a letter to congressional appropriations leaders, ASTRO joined over 160 organizations in support of the Joint Associations Group's (JAG) efforts to ensure that institutions' medical research costs are adequately supported. The letter specifically highlighted JAG's Financial Accountability In Research (FAIR) model, which aims to enhance transparency around federally funded research without undermining innovation. The organizations also urged Congress to block federal agencies from capping indirect costs (i.e., lab operation, utility costs, security, data processing, and regulatory compliance) until a new system based on the FAIR model has been implemented. Other requests included appropriations bill language supporting FAIR and a two-year transition period for institutions switching to an alternative model.
